The way from ArcGIS to the Browser:
Step 1: Choose your view in the preview-window to be exported to HTML. In the preview-window you can zoom or pan the cut without modifying the data view.
Step 2: Just take the default settings and create the map!
or choose several options:

Step 2: Choose the zoom level (up to 800 %) or the zoom to objects-option.

Step 3: Choose the click actions, such as 'Display Attributes', 'Link to Database' etc..
Step 4: Choose the map layout and the comments below the map.
Step 5: Determine the look of the attribute tables.
Step 6: Choose your settings for the output such like legend, overview map, scale bar or your logo to be viewed in the output. And save your settings! So you`re able to reproduce the same output without choosing all options again.
Step 7: Choose your output directory.
Step 8: Create the map!
Step 9: Browse the result!
